1.NHRC notice to Bihar government

·       Notice was given after a man forced to transport the body of his deceased wife on a motorcycle as a government hospital failed to provide a mortuary van.

·       This incident is a violation of the right to life and dignity.

·       The NHRC took suo motu cognisance of media reports that said the man, a labourer, was asked for ?2,500 for an ambulance to transport the body of his wife.

·       This case points towards negligence and lack of infrastructure on the part of the hospital, the NHRC issued a notice to Bihar Chief Secretary, asking for a report within four weeks.

 

NHRC     

Ø National Human Rights Commission of India.

Ø It is a statutory body which was established in the year 1993, under the provisions of The Protection of Human Rights Act, 1993 (TPHRA)

Ø It proactively or reactively enquire into violations of human rights or negligence in the prevention of such violation by a public servant by leave of the court, to intervene in court proceeding relating to human rights.

Ø It consists of Chairman and four members.

Ø President appoints the Chairman and members of the NHRC.

2. World against child labour day

·       International labour organisation (ILO) launched the World Day Against Child Labour in 2002.

·       The objective of this day is to focus on the extent of child labour and also take initiatives to eradicate it.

·        Every year on June 12, governments, workers, organisations and people from different walks of life come together to highlight the plight of child labour and work together in developing ideas to create awareness regarding it.

·       The 2017 World Day Against Child Labour focuses on the impact of conflicts and disasters on child labour.

 

Few Facts

Ø More than 200 million children today are child labourers. An estimated 120 million are engaged in hazardous work.

Ø 73 million of these children are below 10 years old.

Ø The highest number of child laborers is in sub-Saharan Africa.

Ø The number of children in armed conflicts have risen to 300,000 over the past decade.

Ø Most children work on farms that produce consumer products such as cocoa, coffee, cotton, rubber and other crops.

Ø 20 million child workers are employed in factories that make garments, carpets, toys, matches and hand-rolled cigarettes.

3. Back to School’ programme launched in A.P.

·       A week-long campaign against child labour and ‘Back to School’ programme was organised in Andhra Pradesh in Krishna District.

·       The programme was organised as part of the “World Day Against Child Labour” by the National Child Labour Project (NCLP).

·       Under the ‘Back to School’ programme, teams comprising various government departments and NGOs would make door-to-door visits, identify children who were out of school and dropouts, and admit them to nearby schools.

·       More than 20,000 children were brought to the mainstream in the last 12 years (after the project was launched) after admitting them in NCLP Schools.

·       At present, 650 students were studying in 17 schools run under the project.

·       NCLP schools are running in slums, labour, colonies and work places at different places in Andhra Pradesh.

 

National Child Labour Project Scheme

Ø Government had initiated the National Child Labour Project (NCLP) Scheme in 1988 to rehabilitate working children in 12 child labour endemic districts India.

Ø Objective of the Scheme are as follows

o  This is the major Central Sector Scheme for the rehabilitation of child labour.

o  The Scheme seeks to adopt a sequential approach with focus on rehabilitation of children working in hazardous occupations & processes in the first instance.

o  Under the Scheme, survey of child labour engaged in hazardous occupations & processes has been conducted.

o  The identified children are to be withdrawn from these occupations & processes and then put into special schools in order to enable them to be mainstreamed into formal schooling system.

o  Project Societies at the district level are fully funded for opening up of special schools/Rehabilitation Centres for the rehabilitation of child labour.

o  The special schools/Rehabilitation Centres provide:

§  Non-formal/bridge education

§  Skilled/vocational training

§  Mid-Day Meal

§  Stipend @ Rs.150/- per child per month.

§  Health care facilities through a doctor appointed for a group of 20 schools.

4.  Loan waivers are on you, Finance Minister tells States

·       States going in for farm loan waivers will have to generate funds from their own resources, said Finance Minister Arun Jaitley.

·       Maharashtra has announced a farm loan waiver,  Uttar Pradesh is likely to do so after its budget.

·       There are similar demands in Madhya Pradesh, Haryana, Punjab and Tamil Nadu.

·       The Centre has its policies for the agriculture sector, under which centre provides interest subvention and other support.

·       A loan waiver is the waiving of the real or potential liability of the person or party who has taken out a loan through the voluntary action of the person or party who has made the loan.

·       The agricultural loan outstanding stood at ?1.45 lakh crore with regional rural banks, ?1.57 lakh crore at cooperative banks and ?9.57 lakh crore at commercial banks, according to data.

·       On the issue of waiver of farmers’ loan, the Reserve Bank of India is of the view that such waivers negatively impact credit and recovery climate and has systematic consequences.

5.C. Narayana Reddy passes away

·       Noted poet, lyricist and Jnanpeeth award winner C.Narayana Reddy, 85, died because of illness.

·       Popularly known as the literary circles as ‘CiNaRe’, he penned over 3,000 songs for telegu feature films.

·       He was also known for writing lyrical and musical ballads.

·       He metered poetry, free verses, prose and songs for films, wrote travelgues, folk songs and literary criticism.

·       A philosophical long poem ‘Viswambhara’ won him the highest literary honour of the country ‘Jnanpeeth’ in 1988.

·       He received the Padma Shri in 1977.

·       He also received Padma Bhushan in 1992 and several other national awards.

·       He was also nominated to the Rajya Sabha in 1997.
