.Shri Madhavrao Patil College of Arts, Science & Commerce, Murum, Omerga Taluk, Osmanabad District is located in a rural setting with a campus area of 4.3 acres run by Nagar Shikshan Vikas Mandal (which was established in June 1970). The Nagar Shikshan Vikas Mandal runs 8 other educational institutions imparting education at school and junior college level. The Nagar Shikshan Vikas Mandal has the main goal and mission of educating the students belonging to the backward classes with minimum expenditure on part of the students. The College was established in September 1991 and has applied for recognition to UGC u/s 2(f). The college is a grant-in-aid institution and is affiliated to Dr.Babasaheb Ambedkar Marathwada University, Aurangabad. The College has three faculties viz., Arts, Science and Commerce. The faculties of Arts, Science and Commerce have nine, six and one departments respectively. Along with these B.A., B.Sc. and B.Com courses, the college has introduced one career/job-oriented course at under graduate level. It has introduced computer science subject on self-financing basis, keeping in view the changing needs of the Society. Three Post Graduate programmes are offered by the college. Since its inception the college is pursuing its goals and objectives in the right direction. The total strength of the teaching staff is 50, out of which 7 are permanent, 35 temporary and 8 part-time teachers. There are 13 technical staff and 13 administrative staff in the College.

The College follows annual system of examination as prescribed by the University to which it is affiliated. The total strength of the students is 1447 and 304 at Under Graduate and Post Graduate level respectively and out of which the strength of girl students is 329 and 45 at Under Graduate and Post Graduate level respectively. The unit cost of education per student is Rs. 8,812 only.

The College volunteered to be assessed by NAAC Banglore and submitted its Self Study Report on 29th September 2003. A Peer Team consisting of Prof. Jitendra Desai, former Vice Chancellor, Gujarat Vidyapeeth as Chairman, and Dr.S.L.Gargh, Principal Govt. Nutan Girls P.G. College, Indore as member co-ordinator and Prof. A.Shankaraiah (Former Registrar, Kakatiya University) Director, Post Graduate Centre, Lal Bahadur College as member visited the college on 16th and 17th February 2004. The Team carefully analysed the self-study report submitted by the College and interacted at length with the Principal, Governing Body members, teaching and non-teaching staff, Alumni, Parents/Guardians and students of the college. The observations of the Team on various assessment criteria are given as follows.

SECTION - II
CRITERION - I : CURRICULAR ASPECTS
The College, which has started with the object to educate the students specially belonging to backward classes with minimum expenditure, is doing a good job to the students of rural setting. The College offers Under Graduate courses in Arts, Science and Commerce. There are 9 departments in the Arts faculty viz., Marathi, Hindi, English, Sociology, History, Political Science, Economics, Geography and sports. There are 6 departments in Science Faculty. They are: Chemistry, Physics & Electronics, Botany, Zoology, Mathematics and Computer Science. The Commerce faculty has only one department. The college also offers 3 Post Graduate courses viz., M.A.(Marathi), M.A(Hindi) and M.A. (Sociology). A number of combinations and courses are offered to the students in various subjects. The students have flexibility only in choosing elective optionals. Some of the courses offered by the College have the societal relevance and some others are job/career oriented. The college follows the curriculum prescribed by Dr.Babasaheb Ambedkar Marathwada University, Aurangabad and the college has no scope for reviewing and redesigning the syllabus. The college has no mechanism for feed back from academic peers and employers regarding the teaching programmes. The College encourages inter/multi disciplinary activities. The programmes for teaching and learning are consistent with the goals and objectives of the College. Twelve teachers participated in national level seminars/conferences and two teachers participated in International level seminars during the last two years. One teacher worked as Resource person. Teachers are encouraged to organisie seminars/workshops/conferences etc. However in the last two years, they have orgonised only one conference. Twenty four teachers have attended refresher/orientation courses and 4 teachers received teaching awards offered by the Nagar Shikashan Vikas Mandal.

CRITERION - II : TEACHING, LEARNING AND EVALUATION
The students are admitted in the College on the basis of their academic record i.e., on merit. The College has a system of frequent interaction with students during lecture hours. The College runs remedial courses for educationally backward students in subjects like Mathematics, Physics, Chemistry, Accounting, Economics, and English etc. Teachers take extra periods to bring the weaker students at par with other bright students. Personal attention is given to slow learners. The performance of the students is assessed through half- yearly tests, quiz programmes, seminars and viva-voce examination. The advanced learners are given specialised coaching and are encouraged to take part in different academic competitions and to appear for various competitive examinations.

The College encourages the teachers to prepare the teaching plan, which is communicated to the students in the beginning of the academic year. It is mandatory for all the teachers to prepare the annual teaching plan. The teachers in order to make teaching-learning process more effective besides class lecturing use audio-visual aids and organise seminars etc. Teachers also supplement lecture method of teaching with computers, maps, charts, slide projector etc. The students progress is ascertained through class tests and terminal examinations.

The appointments of both permanent and temporary teachers are made by following University rules and state Government norms. Rule of reservation is followed in appointment of teachers.

The College has introduced evaluation of teacher by students. The College has a method of evaluation of teaching staff on the basis of teacher's self-appraisal report, which is submitted at the end of every academic year. The Principal of the college goes through these appraisal reports and offers suggestion, if any, to the concerned teacher for improvement. The College has autonomy to recruit temporary and part-time teachers. The College has 196 teaching days out of 225 working days. The evaluation method is communicated to the students at the beginning of the year.

CRITERION - III : RESEARCH, CONSULTANCY AND EXTENSION
The College encourages teachers to undertake research work and present research findings in the academic fora. About 33% of the teaching staff are engaged in research work. Three teachers have obtained Ph.D degree, three teachers possess M.Phil degree and ten teachers have registered their names for Ph.D degree. Chemistry department is likely to get recognition as a research centre. The members of the Management and the Principal encourage teachers to take up various academic pursuits to enhance their qualification with M.Phil and Ph.D degrees. Many teachers are carrying out research work in close collaboration with the University departments and other neighbouring institutions. The College needs to enthuse teachers for obtaining financial assistance from UGC, CSIR and other fund giving agencies. Teachers should be encouraged to publish articles and papers in different journals. The College imparts higher education generally in traditional subjects. There has not been much scope for consultancy. The concept of formal consultancy is yet to grow in this college. The National Service Scheme unit of the College organised extension activities such as Anti-AIDS drive, Blood donation, cleaning streets, Planning of sanitary water, Plantation of trees, environmental awareness etc.

The College is giving encouragement and help to the students to participate in co-curricular activities like debates, elocution, cultural competitions etc.

CRITERION- IV : INFRASTRUCTURE AND LEARNING RESOURCES
The College is located in a rural setting with a campus area of 4.3 acres. The library room, reading room, ladies room, ladies and gents staff room, auditorium, vehicle shed/stand, class rooms, computer department etc are located in main building of the College. The College possesses local phone facility, drinking water facility, Internet connection and a well-equipped audio-visual unit. The classes are conducted from 8 a.m. to 6 p.m. The college library has reasonable number of books numbered 9,833 and 22 journals and periodicals. The library is kept open from 8 a.m. to 6 p.m. and reading room from 8 a.m. to 6 p.m. and at night from 7 p.m. to 10.30 p.m. during examination period. The College needs to modernise the Central library with computer and software aids. The College has reasonable mechanism for optimal utilisation of its existing infrastructural facilities. The College is developing a botanical garden in the premises. The Sports department provide coaching in indoor and out door games.

CRITERION - V : STUDENT SUPPORT AND PROGRESSION
The College publishes its prospectus regularly containing the relevant inputs to the students. It contains information such as admission policy, combination of optional subjects, courses offered, rules and regulations regarding discipline, scholarships available, names of the Management members as well as names of teachers etc. GOI Scholarship is awarded to 455 students. Other freeship is given to 861 students and other scholarship is provided to 11 students. Three students cleared National and State level examinations conducted by UGC, CSIR et. The College has no system of obtaining feedback from the students. As the students are coming from distant villages to attend the college, they are facing problems due to lack of adequate transport facilities. Hence, the college has provided hostel facilities to both boys and girls free of cost by taking private houses on rental basis. Students are provided with certain criteria whereby they can explain their frank opinion. A suggestion box is kept near the staff room, where the students can put constructive suggestions for the qualitative improvement of the system. However it is observed that students have shown little interest in this regard. The College has formed the Alumni Association. The Alumni is trying to generate resources for the construction of poor boys hostel. About 20% of the graduates passing out from the college undergo Post- graduate studies in different institutions. The College should strengthen a guidance and counseling cell through which the students should receive career counseling and counseling for competitive examinations and employment. The College conducts elocution, essay writing, debate and quiz competitions to improve the skills of the students.

CRITERION - VI : ORGANISATION AND MANAGEMENT
The overall organisation and Management of the College is being looked after by the Governing Body. The College has a democratic way of functioning. Principal and Management Committee look after the internal coordination and smooth functioning of the administration. The teaching faculty and local management committee are involved in this process through meetings at various levels. It has a good mechanism to check the efficiency of non-teaching staff. The College conducts programmes of Computer Awareness and its applications for teaching and non-teaching staff members. The College has a separate purchase Committee to look after various purchases of items like books, equipment etc. Though there is Grievance Redressal Committee, the disputes are settled amicably by mutual discussion without referring the matter formally to the Committee. The College has welfare schemes such as sanctioning of loans to the employees in the form of regular loans and emergency loans and also loans against general provident fund.

CRITERION - VII : HEALTHY PRACTICES
There is close relationship among the Principal, Management, Teaching and Non-teaching staff and the students of the College. The students have easy access with the Principal and Teaching staff for solution to their problems. Various programmes are undertaken for upgrading the skills of the students. The students are encouraged to participate in extracurricular activities. The College looks after the academic excellence as well as all-round development of students. The students are encouraged to participate in various competitions such as debates, cultural programmes, Sports activities etc. Staff members motivate the students to participate in useful activities like tree plantation, blood donation, anti-AIDS drive and development of Scientific attitude i.e. eradication of superstitions etc. The College conducts periodic tests, pre-annual examinations and extra classes to improve the quality and learning capacity of the students. The college got registered a credit and consumers cooperative society to serve the needs of the students and staff. At present, credit facility is extended to the staff through its credit society.

SECTION - III
OVER ALL ANALYSIS
The Peer Team after going through in details of the self study report and after visiting the various departments and physical facilities of the College, appreciates the efforts of the Management, Principal, Teaching and Non-Teaching staff in achieving the goals set up at the time of establishment of the College. The Peer Team interacted with the Governing Body members, Principal, Teaching and Non-teaching staff, students, alumni and parents of the College. Though most of the courses are traditional in nature, the college started some career/job-oriented courses like computer study and applications on self-financing basis. The Peer Team intends to record the following observations:

The strong spirit of participatory management prevailing among
the College community is a mentionable feature.

Special efforts may be taken by the College to develop communicative skill by introducing a Certificate Course in Functional English open for all students.

The College authorities may take serious efforts for furtherance of research activities.

The College may take appropriate steps for providing Internet facility to all the students and teachers.

The College should approach UGC for financial assistance for construction of Girls Hostel. Boys hostel should also be constructed.

The Career Guidance Cell may be strengthened.

Computerisation of the library and office may be expedited.

The Management may formulate long-term plan for future development and resource mobilisation.

Steps may be initiated to appoint teaching staff on permanent basis, as the present numbers of temporary and part-time teachers are more.

Book bank facility be created in view of majority of students coming from rural areas and poor financial background. The library may go for more reference books for students and teachers like one volume Encyclopedia in English and Vishwa Kosh volumes in Marathi.

Facilities for health care be created for students, teaching and non-teaching staff.

Collaborative linkages for teaching and research with other educational institutions may be strengthened.

The teaching staff may be encouraged to send proposals to UGC for obtaining Major and Minor Research Projects.

The college should introduce a Certificate Programme of Basic Computer Literacy for all students.

The college should introduce more postgraduate courses in a phased manner which has more relevance to the present day needs.

The college should initiate steps to introduce feedback mechanism.

Science laboratories should be strengthened by adding more equipments.

Adequate salary should be paid to the staff employed under self-financing courses to retain their services.

The college should initiate steps to establish industry institution linkage to promote long term interest of students.

Girls students should be encouraged for more participation in games, sports and extra curricular activities.

The consumer cooperative society should provide stationery and household items to the students and staff.

N.C.C. unit for boys and girls should be introduced.

College should promote value-based education among the student community.

Aims and objectives of the college should aim for more development and to join main stream of higher education including introduction of innovations in the teaching-learning process to make the programmes career-oriented. The Peer Team appreciates the awareness of the college for realisation of the aims and objectives.
