Dr. Tej Partap took up the assignment of Vice-chancellor, SKUAST-K on July 26, 2010. A mountain agriculture expert, his professional expertise revolves around 35 years of institutional leadership and international research programmes management together with scientific and strategic research in the field of mountain agriculture. Dr. Partap spent thirteen years at the International Centre for Integrated Mountain Development (ICIMOD), Kathmandu, leading the Mountain Agriculture Programme.

Imparting education in agricultural and other allied branches of learning and scholarship;

Furthering the advancement of learning and prosecution of research in agriculture, animal husbandry and other allied branches with particular emphasis on temperate and cold desert agriculture;

Undertaking the extension education of such technologies for the benefit of rural people of the State; and

Such other purposes as the University may from time to time deem proper.

SKUAST-K has jurisdiction over Kashmir Valley and Ladakh comprising two-ecological zones.

Mid-High altitude Temperate Zone namely the Kashmir Valley covering the district of Anantnag, Budgam,, Baramullah, Pulwama, Kupwara and Srinagar which has annual precipitation of 660 to 1400 mm with average temperature around 130C and the altitude ranging between 1500-2500m amsl.

Cold-Arid Region namely Ladakh, the districts of Leh and Kargil which are cold desert with only precipitation around 70-90 mm and altitude above 2000m amsl.
